The Li-kin Bureau of Kiangsu Province to the Chinese Commissioners. (Translation.) Gentlemen,

October 17, 1900, ACCORDING to the arrangement with the Shanghae-Nanking Railway, li-kin stations should be established at the central stations (at Shanghae, Soochow, and Wusich) for collecting commuted taxes on goods transported by rail instead of passing through water barriers. The rates charged are the same as those governed by Regulations for water barriers, i.e., 50 per cent. on the tariff. The destination of the goods shall be found out and taxes collected according to the number of l-kin water barriers that the goods would have passed through if transported by water, so as to make up for the loss sustained by the water barriers. The above arrangement has been approved by the Board of Bureau, &c.

In reply to your despatch asking for the li-kin tariff issued by this Office, we wish to state that the rates charged by the li-kin station at Shanghae and Soochow hitherto have not been uniform. But since the commuted taxes charged for goods transported by rail must be uniform, we have instructed the Deputics at Soochow and Shanghae li-kin stations to draw up a revised tariff insuring a uniformity, of rates to be charged. They have since submitted to this Office the revised tariff before having the same printed. According to the tariff, the taxes on cotton, cocoons (silk), and rice remain the same as heretofore, while in the case of the other goods, where formerly one-half of the amount of the old tariff was charged, the proper reduction has now been made in the revised tariff. There is a separate tariff for loti tax (destination tax). The goods on which the destination tax is charged in Soochow are duly pointed out in the tariff with a head note. With regard to such goods as cloth, tea, &c., formerly a loti tax was charged by the li-kin stations at Luh Mun, Soochow, in addition to the other taxes. Now that the li-kin stations are established on the railway for the collection of commuted taxes, they are required to pay only one loti tax in Soochow and one in Shanghae, while barriers at places between Shanghae and Woosung collect actually 750 cash per every 1,000 cash, according to tariff. Further reductions have now been made in favour of the railway, that is, for every 1,000 cash only 500 are actually collected instead of 750 cash, but the ratios collected by the water barriers remain the same as before. The goods tariff concerning li-kin and loti tax have been prepared in printed form, and the copies of same have been sent to the li-kin stations at Soochow and Wusieh. The same are herewith inclosed for your keeping and reference,
